In 2017 three projects were submitted for the Network Innovation Competition that supported the transition from Distribution Network Operator (DNO) to Distribution System Operator (DSO).

These were:

  • TRANSITION, submitted by Scottish and Southern Electricity Networks and Electricity North West;
  • Electricity Flexibility and Forecasting Systems (EFFS), submitted by Western Power Distribution; and
  • FUSION, submitted by SP Energy Networks.

These projects were all successful in receiving NIC funding because they avoided duplication and ensured complementary learning. The projects developed an ongoing dialogue between them, ensuring that collectively, the three projects delivered the best learning outcomes and value for money. 

This process was enabled by a new governance structure which included regular intra-project meetings plus the substantive Stage Gate points at the end of the development phase. Evidence provided at Stage Gates enabled the regulator, Ofgem, to make informed decisions about the next stage of work for the projects.
